Youngest is dependant on individual dogs. Anywhere from 6-18 months. Physically they are probably all capable by 6 months but mental maturity is a different matter. Marcus would have been delighted to oblige at 6 months, my Shih Tzu stud didn't have a bit of interest until he was nearly 2 years old. Oldest is years and years. Since chi's have a long lifespan you could expect one to potentially keep breeding well into their teens.
Chapter 3, Section 5 of the Rules Applying to Registration and Discipline reads as follows:
“No dog or litter out of a dam under eight months or over twelve (12) years of age at the time of mating, or by a sire under seven (7) months or over twelve (12) years of age at the time of mating, will be registered unless the application for registration shall be accompanied by an affidavit or evidence which shall prove the fact to the satisfaction of The American Kennel Club.”

Nope it doesn't confuse me it basically means that you cannot register puppies if the mother is not between 8 months and 12 years old, and the father has to be between 7 months and 12 years.

Mother between 8 months and 12 years??!! Does anyone else think there's something seriously wrong with that? 8 months is absolutely too young for any female to have puppies...... and 12 years is by far too old. I wouldn't breed a female till at least 15 months and wouldn't breed her after 7 years old (that would be the last time I'd breed her and even that depends on an individual female).
