Mu Lulu does the same thing and she is 4 yrs old. I agree with Michele--I think it's reverse sneezing.

It is clasped trachea, it happens to small breeds a lot, my Pomeranian's had it and my Amberleah has it. If gets bad blow in his face or give him an ice cubes.

Welcome to CP. Collaspsed trachea is a life threatening problem, reverse sneeing, which sound like what the OP is talking about, is very normal for chis. The two are very different. Revese sneeing is a fluttering of the soft palate. I stroke their throat if they do it for a long time, otherwise I just ignore them and it will stop. There is videos on youtube that show the difference.

Collapsed Trachea|Small Dog Throats

Actually this website makes it sound like it could be collapsed trachea and that only 1% of the dogs that have it die from complications caused by it so I still wouldn't worry excessively about it either way but the vet could tell you whether it is collapsed trachea or reverse sneezing.

If it sounds like honking or snorting, it is reverse sneezing. SUPER common in small breeds. EVERY Chi I have ever had did it including all 3 of my girls.

Here is a video. Does it look or sound like this?

If you are still uncertain, I would check with your vet.
