Our dog Odie has always enjoyed eating anything and everything she can get a hold of. When she gets a "treasure", she does the same exact thing, and runs away with her mouth clamped shut and most of the time she'll swallow it. We've basically baby-proofed our house for her and changed the way we live, but once in awhile something will still fall on the ground and she'll grab it (she LOVES fluff). What we've learned to do is to not freak out and chase her, because that excites her and causes her to run away and she'll swallow it for sure. Whenever it happens, I act casual as she takes her time with it and then calmly pick her up and I (gently!) hold her with her head lower than her body and when she goes to swallow it, it falls out of her mouth.
Usually it's not a big deal, and she has just grabbed a piece of fluff off a dog ball or something. However, one time she got a hold of a pill I was just about to take, and it was a long nightmare that resulted in emergency care. In the end, thankfully everything was okay, but it was serious situation.
As for the licking, if it bothers you then you should correct it.
