First time chi owner, he will walk sort of if he is pulled but need to get him used to the lead... Any ideas?

He shouldn't be walking anywhere outside of your home/yard until be is fully vaccinated.

Until then, let him wear his harness and leash around the house and get used to it. Hold the lead loosely and walk in front of him- call him to follow you. He will learn to follow behind you. It really is a step by step process. He had to get used to the lead, get used to walking, etc. At his age, it's difficult because he can't go on legitimate walks, so it should be more about positive reinforcement with the leash and harness and teaching him to follow you.

He's been vaccinated from 10 weeks but only been out twice today he just sat on the grass n didn't want to move x

Maybe you could try holding a treat in your hand just to get him to come while on the leash? Then when he starts to move praise him. I'm no expert but that seems like a good idea to me

I'm not familiar with vaccine protocols on that side of the pond. Here, puppy shots don't finish until appx 16 weeks. If he is fully vaccinated than there is no danger in walking him. It's still all about letting him adjust to the leash.
