A lot of people assume that my long haired chi is a mix, but only bc they aren't used to seeing long haired chi's in my dog's color.
My chi's hair is longer. I shaved his hair at the beginning of the summer and it grew into a nice thick coat by winter time, this being my first year with him, but he's 10 years old!
If your going to shave her, wait until the weather is heating up, she'll likely be hot and panting and you'll know it's time if you spend a lot of time outside.

Yes, you can use conditioner on a dogs coat, but the best way to get a sleek shiny coat is good nutrition. If she is fed the best food she will grow the best coat she can. Long coat chihuahuas do not get their full, adult coats for a while, and bitches tend to be less heavy coated than dogs, so this may be the full extent of her fluffiness. A good diet will still improve the quality of her coat. What are you currently feeding her?

Long haired Chihuahuas can take up to 2 years or so to get a full coat in. Our Eleanor has an almost pomeranian-ish coat, but it definitely filled in over time. It's possible though, that if her fur is otherwise healthy, she could just have a mix that adds a little wave. She's adorable either way!!

On mobile right now so I have to keep it short 
In the morning she gets 1/4 cup of food that is 2 parts dry kibble (Wellness Puppy Food) and 1 part wet food that says something like "for teeth and coat health) and in the evening she gets raw food. She also gets small treats throughout the day to keep her blood sugar okay and for training purposes.
What changes should I make?
I gave her a bath tonight and soaked her in conditioner for about 10 minutes (keeping her warm and from licking it of course) and her coat does look better. Looking closely at the hairs, they look fried. Super jagged and crumpled. Ive never seen a puppy coat so dry and messed up looking

Her diet sounds good, Wellness is a 5* brand, and raw is excellent for coat and skin health. You can try adding fish oil to her diet a couple of times a week, or some oily fish and/or egg as part of her raw meal.
If you haven't had her long, maybe she just needs some time on this diet to really blossom.

Ooh, we have fish oil, too.
She refuses to eat raw egg. I read on another part of this site that scrambled is okay too?
