I would not let your Chi do this, nor any dog. Lotions are most likely not safe for your dog to be eating. I would highly suggest you deter her from doing this.

That stuff is FULL of chemicals ... a read of the label should be enough to put you off putting it on your own skin (from there it goes into the blood stream) let alone letting a dog sneak in a single lick. I would switch to coconut oil, healthy for you and healthy for the dog
I have had 3 different dogs who loved to try and lick water off of my legs when I get out of the shower! The new pup Miro is the third. I have to tell him "no" and "sit", he looks so sad! I'm sure they would go for lotion too...
Sonny does this to just water from the shower on me. It is like he is trying to dry me off. I do not put lotion etc on until I know he is in the other room and can't get to it.
Both of my dogs do the same thing. And they like my lipgloss. But my dogs will also lick the water off my feet and legs if they can get in the bathroom when I step out of the shower.
