Ah--carpets, small rugs and bath mats are all very 'confusing" to puppies learning house training. I would keep the piddle pad in an area accessable to him, and also take one outside when he needs to go. I think that Rico really didn't get the hang of going wee outside for about a year. I even had to take a piddle pad to the beach for him, eventually he got it that it was okay to wee outside as well. He goes in two specific 'spots"--one out front and one out back.
Also he probably needs food when you are gone and water for certain. Does he enjoy eating ? I used to leave Rico with one of those "games" with kiddle pieces hidden behind little doors or under the game pieces. I usually feed him in a "food ball" -a small ball that has a hollow space for kibble. It keeeps him busy and he eats more slowly.

sounds to me like you are doing everything right.... they have a mind of their own and don't go to the bathroom everytime I take mine out either and my babies go to bed and 9 and don't wake up till 7:30 and nap thru out the day lol thats one thing i can say, I don't know if its a breed thing or other dogs do that to or not
