Default Arizona anyone???

So.. random question But obviously my first instinct was to consult my dog forums. =P My parents are actually serious about the family selling its properties here in IL; and up and moving to "somewhere" in Arizona. They're looking to find either a few properties next to one another; or a large house/complex where each of us (my 'rents, grandma, uncle, brother, & OH and I..) would have our own space but still keeping the family together.
Now keep in mind I have NEVER in my 25 years of life considered moving out of state.. BECAUSE my family is here. So, to have them suggest it is kinda a shock in itself. I've never imagined a life outside of the area I'm in now (and was content with that!) so thinking of this option is a bit of a shock.
They're just in the research stage now and told me to do the same. Thinking of vacationing there for a weekend in April to scout out a few cities. Meanwhile I was told to help... and well being that my dogs are my priority in life; I'm here to ask if anyone here is either IN Arizona, or familiar with it. I mainly need to know what the dog regulations are for the city (as I checked and it looks like it isn't State Regulated; but Municipal instead) such as how many you can have in whatever city; if zoning has anything to do with it.. for example here if you're zoned Agriculture there IS no dog limit whereas if you're in a city district you can only have however many the city says. And I know it varies per city/county so would love to know details for specific cities. I did find out that Scottsdale has NO dog limit so long as it's sanitary etc. but took me forever just to find it out for that one city. =P
And if anyone has ideas for good cities to check out that'd be awesome but please let me know the dog limit if there is one as I'm not having much luck finding it out for each city. A few members of my family work at WalMart and could likely transfer; so having one of those within 15-20mins would be ideal to start. We are NOT fans of huge big cities... and prefer little ones, maybe on the outskirts of a town, etc. My folks currently live in a 500 population town where I grew up and are quite comfortable with the small-town values; but being within driving distance of a town that at least has grocery stores, hospital, etc. are important.
I know ultimately it'll be there choice but they did ask my help to research meanwhile. And the more I know the more comfortable I'll be lol!

I would love a place in Az My in-laws have a place in Mesa and the love it. It's no to big nor to small. They love love the heat, they used to live in Cabo but it gets to hot for them in the summer so they have a house here next to us but even the summers here are not warm enough for them so they are selling the place next door. Pretty sad as we thought it would stay in the family. The will be living in Mesa for 8 months of the year and in their motorhome for the other 4 month's. I would love to live there. We have talked about it but my husband is a Comercial Construction Superintendent and the labor in Az is so cheap he would never make the money he makes here. They also looked at a little town called Surprise that they liked as well. My FIL is very thrify although he does not need to be. So I tend to ask him for a lot of advice. If any of this helps.
