WTF...? I don't understand.... I was under the impression most puppy mills just flew under the radar for the most part. The state is actually APPROVING it? Knowing exactly what they do?? =S

Most people do not realize that puppymills, or commercial breeders
as they like to be called are legally owned and operated.

They are only regulated by the USDA, which means they are
often viewed the same as livestock and many times cases
must be extreme to warrant seizures or closing them down.

This will not change until consumers stop creating a market
for these dogs and we as a society continue to fight for
animal rights.
