Hey fellow Chi parents,
I rescued two Chis from death row at the shelter, about a month ago. Our packlet is now 3. Arthur our Cha-weenie welcomed the company. I ended up here because one of the new dogs started coughing. Dry hacking followed by gagging. Googling the symptoms, I found that the consensus is that chis and yorkies suffer from this and I shouldn't be alarmed. Kinda annoying at 3:30am but at least I don't have to rush to the vet.

Chis are famous for something coined "reverse sneezing". It is a snoring, snorting, honking sound.

Kennel Cough

If any of mine were dry hacking or gagging I would get to the vet. Could be kennel cough, a respiratory issue or more depending on their ages. Kennel cough would be suspicious to me since you mention this happening at night and because they recently came from a shelter/stressful situation.
