The breeder said that he may end up "in between" there were 2 obviously long coats and one tan female that was really short haired. So he didn't seem like either of the two...

He definitely looks like a short hair, but not real short like my chi. So your breeder is probably right. I don't think it's going to be real long tho.
There is NO "inbetween". Chihuahuas are long coat OR smooth coat. They can have a double smooth coat (which is actually preferred) or their long coat can be not super long or full but there is definitely no inbetween. I'd be questioning where I'm getting my dog if I were you. I wouldn't be getting my dog from a breeder who didn't know the very basics of my dogs genetics. Cute puppy but I would look else where if I were in your position.
