Look like a smooth brussels griffon to me. They come in smooth and rough coats.

I second what Tracy said... if you use Googles image search and typ in 'smooth brussels griffon' the dog looks very similar.

It is called a "Petit Brabancon" (It has an accent on the c but I can't get it on my keypad, so it's pronounced Bra-ban-son)

It is the name for a smooth coated Griffon Bruxellois (That's Brussels Griffon to use the adapted english name).

Type Petit Brabancon into google images and you will see lots of similar pics. It's definately not a pug cross.
