Odie is starting to use pee pads inside less and less, but when she does use one, our two cats try to "bury" it. However, they've never peed on it. Has you cat ever eliminated outside the litter box before? Might not be a bad idea to take her to the vet for a urine analysis if it continues, as it's strange for cats that are litter trained to just decide to go somewhere else. One of our cats (a male) started peeing outside the litter box, and after a vet checkup we learned that he had a build up of urine crystals. If we would have waited much longer it would have resulted in surgery. After some inexpensive medication, and a food switch he has never done it ever again.
In your case, maybe it's territorial? When we moved shortly after our cat's bladder fiasco, we wanted to make the transition easier so we bought a "feliway" diffuser. It's basically like a glade plug-in, except it releases cat pheromones that reduce your cat's stress. Good luck with your kitty mystery!
