I would definitely call poodle rescue/ animal control and have them look and see how that poodle is living. Ties to a lead outside all day can't be overlooked because they put a bed out for her. In addition the chihuahuas all of them with docked tails. There has to be a local group that looks into animal welfare and if nothing else is done alerting them about this household and how they "care" for their animals is necessary. If there is a problem the professional can't put an immediate stop to it and help.
I am fortunate in that I have never seen a rescue animal that our house couldn't love and care for and either keep or rehome that didn't turn into something truly amazing. For us those animals have always shined the most ~ I guess they were just happy someone cared to help them. It might not suit you to take possession of the poodle and that's understandable but please consider making a phone call so that someone can make sure its needs are being met as well as the others.
You said they take the dog in at night, so I would think it was housebroken and had some manners. I would take it. The lady behind me has a poodle and for the longest time, he was tied up all the time except in the afternoon when she took him inside. She now has a little terrier dog and she finally let them both have the run of the backyard, but now my dogs are back to fence fighting. I will gladly take the fence fighting and look for solutions on my end then to see that poor dog tied up all the time again.

sv ~ I am going to go out on a limb and say I don't think there is a dog you wouldn't help ~ I like that about you, how you have a houseful and just do what you can for them and always have a little room for more. That's good juju.
