Well Alan... if you really want a super needy dog I may have just the right one for you. I of course would still require the typical adoption contract to be filled out as I would for anyone else. But, if you read my thread "Yet Another Rescue.. Warning LONG" you'll find plenty of info about him.
No pressure or anything; he's safe now rest assured but he will need a special person to help him to bloom. And needless to say, as I even mentioned in my first post about him I'd love if a Chi-Ppl member had him.
You can read more about his personality in the thread and how he came to me. I've already got a few people networking with me on FB via other small dog rescues and it seems his type of neglected chi are common and also trying to find homes without luck. He is not at all an alpha male; he is super submissive to everything and everyone actually. But NOT fear aggressive.
It will be about the end of January prior to us having him recovered from his neuter/vaccines as a friend of mine is using her voucher to have it done; and after everything done his "adoption fee" would still just be $30; but if you wanted to come meet him sooner and possibly take him before I have the chance to do these things I would waive the fee entirely; and just put it in the contract that you have them done within 30 days. I again am NOT trying to make you feel obligated to take this guy or anything. I am just extending the offer after reading your response that you were looking for a more "needy, less adoptable dog," and that is certainly what I have.... and I believe we established once we're not that far from one another. You would always be welcome to come do a "meet & greet" before making any decisions as well. Again if he's not what you're looking for I respect that wholeheartedly; he is safe now and I won't let him go until the perfect home is found; but figured I would extend the offer to you as although we haven't met, you're certainly less of a "stranger" than anyone I may through networking.

Of course! It's good to recognize our limitations.
Unfortunately, we don't know we are overwhelmed until we get there...
