Of course you did the right thing! That's what the SPCA is for. Praying for the mom and the pups that they will find homes.

I am very tempted to call the RSPCA (UK) on one of my nieghbours, their poor king charles spaniel is ALWAYS outside... rain or shine, no shelter. Makes me cry.

No but I wish it was. I called the city, but because they are labs, they will call a lab rescue. That's if the mom is healthy. The lady said she was so emaciated it looked as if she were dying.
