So long as you feed about 2-3% of your pups expected adult weight (if this is a puppy) then it will be enough. If this is an adult, feed 2-3% of her current ideal weight. Go by her body condition, not by her begging pleading eyes. I realize this can be hard. If she starts to lose weight, up the percentage. If she gains, lower the percentage. Onyx ALWAYS act like she's starving but if I feed more she will become overweight.
As for treats, yes you want to factor in the calories of her treats. She should get a little less food if she gets quite a bit of treats.
Random side note, funny how goat is called mutton where you are. Over here, mutton is sheep

Goat is a very good red meat. I would try to use primarily red meat and chicken for edible bone. Even if you can't get a wide variety of meats, that is still miles ahead of any kibble.
