Call the RSPCA this is animal abuse.
I'm pleased your little one is safe with you, but when people buy from breeders like this it simply encourages them.
I know many breeders don't keep their dogs the way we do, but that doesn't excuse them keeping them in the way you describe.
The RSPCA will prosecute if the situation is bad enough and remove dogs to a place where they will be properly cared for. If possible, they will advise on care and keep an eye on the situation.
For those poor Chihuahuas, please do the right thing.
