Default Raining, won't go out for walk & poop

I'm not sure what to do. It's been raining nonstop, & forecast to continue all week. This morning, my chi, Captain Falcon, was so reluctant to go out in the dark & rain, that I carried him into back yard under my raincoat & let him down. But, he didn't poop as he has habitually done every morning.

I decided not to feed him till he pooped, but 3 hours later, I just caved in & gave him his 1st meal (which he usually gets after AM walk, about 7 AM).

I've put pads down in garage & bathroom where he sleeps with pads nearby.

What do other chi owners do about this? I've got all winter to look forward to

I got a Piddle Place! My rescue Chi uses it very well now. He was trained to only go outside when I got him. It is best if they have nice solid poop, otherwise it can be a pain to clean.

It's really up to you in how you handle it, most Chi's don't cope well with heavy rain. Those raindrops can be very big and heavy on little heads. You can either set-up pads or a piddle place inside or train the going outside behaviour.

Do you have an undercover area outside that he can use? I have a covered car port outside and that's what Nibbler uses if it's raining really hard. I just would take him there (appropriately dressed if it was really cold) and wait. If he didn't go, I'd take him back inside and watch him. When he started to sniff/circle I'd take him out again. I think the first time took several trips and half a morning.When he did finally go, I'd say "Puddles!" and give him a few treats when he was done. Now I can just say puddles and he'll run out and do his business on the grass if it's not raining heavily but will always go under the carport if it's heavy rain. My other Chi's don't care as much and will just run out the shortest distance possible, do their business and come in wet. They are all different.

I use washable pee pads. You can put them anywhere you decide that your chi should go. Garage is an option. I just have them in several places in the house. Beside the sofa (kind of hidden) and at the end of the dining room and in their pens.

I got lucky: he held it until this afternoon, when it cleared and we went for a walk. Thanks everyone for the input, & I may be back later lol.
