Default Weird peeing habit

So I've always had issues with Jojo but now I'm kinda wondering why.
He goes to bed in his crate, I "put" him to bed around 8 (he obviously doesn't fall asleep at this time but it's the last chance he gets to be outside)
I take him back outside anywhere between 6 and 7 in the morning. With the exceptions of weekends no later than 8:30 (because I know he'll pee)
Tuesday through Saturday he gets put in his crate no later than 7:10 ish AM And a family member takes his out at noon (He never has peed 7 AM till noon which isn't my issue) He gets left out there until its time for dinner and bed usually (sometimes earlier depending what's going on)
My issue is that I've tried many times having him go outside at noon and do his business and come back inside the house in his crate and leave him there until about 5 and he pees every single time (he didn't "go" once and it was a couple months back) I know he can hold his urine for 5 hours since he can hold it all night.
Is it one of those things where he's just strange and it's just the way it is?
This has been going on for about 2/3 years but he's gotten better as he would pee at night or early morning in his kennel. But peeing noon till 5 has I've never been able to change that about it him.
I was also thinking maybe I could slowly change it if I was home all day but that's just not an option. And I also don't enjoy coming home to a peed crate every day.

I would invest in a PEN like an Iris type. You put his crate inside the crate and have pee pads (washable or disposable) down. I use washable ones. 30x36". They also have the disposable ones in that approximate size at pharmacies. Human size. Because he is sleeping at night, things slow down. During the day, he can't hold his urine that long, obviously. When you say 'he gets left out there until dinner and bed', where is 'there'? Outside, free in the house, where? Could the family member that takes him out at noon, take him out about 4:30 or so? He really can't hold it, or he would, since he does in the AM.

At the moment a Pen is a definite no
That makes sense (at night things slowing down)
"He really can't hold it, or he would, since he does in the AM." This is what I'm thinking. My thoughts: he just chooses to pee, but he really just can't hold his pee that long although it the same 5 hours like the morning. Maybe thing's are also just "waking" up
He gets left out in the backyard with Buddy Bear and then Jr and Sunshine come out at about 5 PM.
No my family member can only come once. The schedule I have now works the best around all 4 (thankfully the other 3 are very good at holding their urine)

Biggest issue is that the holidays are coming. And last year was the family Christmas party was hosted at are house but this year I'm pretty sure it won't. And of course we never have a set time on when we leave or come back and I'm thinking what can I try for him not to have a accident. My best shot is taking him out late as possible.
Questions:
Has anyone used a male wrap before Does it really work?
Would limiting his water the day of help with less urination? Is it "bad" of me to do that?

I have 3 females, so don't know about the male wrap. I would certainly NOT limit his water. That could really have bad effects on his kidneys.

One thing I was thinking about. could you train Jojo to urinate on cue? When my dogs were puppies, I would take them out and as soon as they 'went' I'd have a party! Good pottie, good pee. Soon I found out that they would perform as soon as I said 'go pottie.' to get a treat. Now I don't use the treat, but give them some cherrios instead. Also now my chihuahuas are house dogs, and don't go out any more due to my terrible arthritis. They still get a 'good pottie' when I see them 'go' on a washable pee pad.

Only Buddy Bear knows how to go on cue
Jojo the entire time plays around which is why I usually leave him by himself knowing he'll actually go with me not being there. Especially if I'm in a hurry to put him back in.
I might buy a pack of disposable male wraps and test it out before the day of.

Our Mickey pees on cue, but he may not be able to if I take him out when he at times he isn't expecting it. Also, I did use a male wrap. It didn't seem cruel to me. The pen would be ideal, but if you can't you will find something else that works for you. These little guys are so flexible to what we need from them, it just takes time for us to figure out what works. Best wishes to you!

I remembered I started this post a bit back.
It started raining at noon and Jojo had been in for about 5 hours. He got to go out twice and went both times. Last time was 1:30. I didn't get back home till 5:30 and he hadn't peed I was so surprised and very proud of him. Lol he has never done that before. I got home let him out and now he has to wait till close to bedtime since it's raining off/on.
I wonder if he's finally learned because he's even been doing good on Saturdays (goes to grandma's) and hasn't peed yet with going out every 4 to 5 hours.
