Default Help interpreting this behavior

So Valiant is new to us since this weekend. He and Lady seem to get along great, playing together, sleeping together and talking walks with each other. I got home from work yesterday and took them outside to do their business. Lady squats to pee and Valiant goes over to Lady lifts his leg and pees on her. Goodness that surprised me. Was he marking her? Is this a bad sign in any way. Valiant has been good on his potty habits and does not seem to mark. He is three but was recently neutered as he is a retired breeding dog.

It's him telling other dogs that Lady belongs to him. It's normal, especially for a recently neutered adult male. More dominance than sexual, I think.

Was he aiming for her, or was he just trying to pee where she had peed? Harley tries to pee on top of Bambis pee, and often pees on her instead. Sometimes when she is sniffing something he will try to cover that scent too and pees on her head. :/

Toki does it too, but not on purpose. Sometimes he doesn't let her finish doing her business and just pees her accidentally.

These are all good points and questions. This is the first time I saw this happen but I have seen him pee over her pee. After being inside while I was at work it is possible he could not wait.

I've seen that many times. I believe he,s claiming her. lol (although, it does seem disrespectful).

If it helps, I had an 'interesting' experience just yesterday with my toy poodle. I took him to Petsmart to look for Halloween bows for his hair and, as per our habit, let him empty himself before going in. He snuffled around a bit, marked a few things and then saw another dog and walked over to me and hiked at me. Thankfully, I was watching him closely and jumped back in time! I guess Bug isn't going to share me with another dog. I suppose I should be flattered? :/

I'd say that either he is claiming her as his own or, if you've seen him pee over her pee, from what I've read it would seem that he is protecting her from predators by covering her scent. Either way they're both good things in terms of their relationship. Not so good if you don't want a pee soaked dog!
