Default House training

My sweet Minnie is about 10 1/2-11 weeks old, she has been a family member for a month. House training is not going well, I'm trained but she has no clue.

I take her first in the morning and just before bed, after naps, feeding and play time also when I see her sniffing and looking for a spot. She has a designated potty spot just outside the front door.
When she does her business outside she gets a treat and lots of praise much to the amusement of my nearest neighbor.

She has no problem going inside either. I don't yell or rub her nose in it which I think is mean. She has not yet made the connection between what her body is telling her and letting me know.

Is she just young or am I doing something wrong?

You're doing every thing right. Some babies are just that---can't hold it once they figure out they gotta' go'. I would confine her to a pen with her bed/crate/carrier in it. That way they can't make a mistake inside. When she does her business outside, then she gets 15 minutes of freedom. I use an Iris pen with human grade washable pee pads-34x36". They also come in disposable, or you could use heavy layers of newspapers.

I don't think your doing anything wrong either.
Jr and Jojo I got as puppies and it took both a while (Jojo way longer) it's almost like they didn't understand the difference between peeing inside and outside. Jojo was always the dog who as soon as he "felt" he would go right there and then. Jr eventually learned and Jojo still has accidents occasionally. But I'm sure both being in crates long term helped as most dogs don't want to pee where they sleep.
