Omg, how scary!! I've had that happen to me where suspicious people approached me to ask if my dog was for sale... but not as bad as what you went through. I read a story in the local newspaper a while back... this teenage girl was walking her chihuahua on the street when a car stopped next to her... a woman walked out, snatched the dog and drove off! It's so scary.
Coincidentally, something weird happened at the park earlier today... I was walking with Lilo in my arms when this dodgy looking guy came up to me and kept repeating "I really like your dog" while getting closer. My boyfriend was in the process of taking a picture of me and Lilo and he then approached my boyfriend saying "is that a camera you have there, I really like it too". He looked like he was about to snatch Lilo and my boyfriend's iphone. I held on Lilo tight and my boyfriend quickly put his phone in his pocket and let's just say we walked off very quickly...
