This is only going to get uglier if we do not do something now! I am not a breeder and do not plan to be a breeder but I know what is coming! Something definately needs to be done but not this.... PLEASE HELP ME by forwarding the sample letter below to the House Committee members!


H733 Dog Breeder License bill - North Carolina

The breeder-licensing bill introduced in the NC House of Representatives
may come before the House Agriculture Committee as early as next
Wednesday 4/22/09. Provisions of this bill provide for warrantless
search and seizure of a dog breeder's premises and limit the number of
female dogs over the age of four months a breeder is allowed to own. To
defeat this bill we need Emails to the committee members over the next
week to assure our voices are heard prior to this committee
meeting/vote. As a pure bred dog owner and exhibitor please help all
concerned dog breeders in NC defeat this animal rights inspired
legislation. A full position statement on this bill can be found at
www.NCDogClubs.org.

Below is a sample message you can cut and paste to the House committee
members. Please put "Vote Against Puppy Mill Bill" in the subject
line. Below the sample message is a listing of House Agriculture
Committee members email addresses and phone numbers. Messages may be
personalized, but please send to all committee members listed before
Tuesday 4/21/09. Telephone numbers are provided in case you want to
follow up your email with a telephone call.

Dear Representative ___________:

As a responsible dog owner I am opposed to Rep. Pat McElraft' bill to
license dog breeders. Please vote to give H733 an unfavorable report
out of the House Agriculture Committee.

NC has statutes which adequately regulate dog breeders. In the recent
Wayne County puppy mill raid, civil and criminal charges could have been
brought using these same statutes. Historically, convictions of animal
abuse and neglect have been very successfully prosecuted under existing
laws in North Carolina. Those laws were not used in the Wayne Co. raid
solely because of the need to create support for this anti dog breeder
legislation prior to its filing. This is animal RIGHTS legislation and
has nothing to do with animal WELFARE.

Today I had Rep Pat McElraft confirm she has asked that H733 be heard in
committee on next Wednesday. They are planning to have people speak on
the bill and to show the HSUS puppy mill bust video. We need to have it
rain emails down on the House Agriculture members between now and
Wednesday. We also need telephone contact as well as personal face to
face meetings with the members. Cindy and I will be meeting with as
many of the committee members as we can on Thursday,Monday night, and
Tuesday.

We will also need to have as many people attend the Wednesday hearing as
possible. The meeting room is 1228 of the Legislative Building (16 W. Jones St, Raleigh). The
House Agriculture Committee meets there at 12:00 noon. We need our
people there by 11:00am to get them seated before other people show
up. Please have attendees rsvp to me that they are coming so we can
have enough "affiliation" badges printed for everyone.

Requests for email contact are going out again and I hope you will all
have your club members redouble their message sending as well as
telephone members if they will. This same request has gone to all
NC exhibitors/owners. It is imperative we get our people to respond and write. Rep. Ty Harrell's
office has indicated they have been swamped with emails from the
proponents of this bill. Please do what you can to help generate our
peoples' contacts.

Thanks to everyone who helped lobby on site today. Personal contact
means the most and does the most good.

These bills really scare me and no matter what state you live in they are coming your way or have already been passed or rejected.

*NC has statutes which can punish wrongdoing, but do nothing to prevent the problems from surfacing. Puppy mills are all about providing the most 'product' for the least amount of money. That means that, without regulation, people will cut costs and corners in the effort to squeeze every last penny of profit from their "property". It is simple economic theory. This bill is intended to preven abuse, neglect, and mistreatment from the worst offenders. Those who do not fall within the parameters of the law ARE NOT AFFECTED.*

* True, but the problem is deeper than this raid, and the law is intended to close a loophole and regulate the way these animals are treated.*

* Animal abuse and neglect laws in North Carolina are a joke. Look them up. The crimes provide minimal, if any, punishment in the form of prison time. Most call for community service/fines for first time offenders.

*Proof? This conclusory, and with no basis in fact.*
