Scrapbooks for my family photos. the 'Net recommended program for that is Photoshop Elements(PSE). Its a good graphic program and fairly easy to learn. It also can do everything that PaintShop Pro(PSP) can do but the functions are called by another name. I also have CS5 and PSP just in case I need them for a special purpose but my main graphic program is PSE10. I also find tutorials online and learn new techniques this way.
As far as Scrapkits, I will find them free online (BLOGS) or I will buy them. most of the store owners have Blogs and there you will find 'Freebies'. Here is one example

When I buy scrapkits, I will try to find 'Buy My Store' offers on the Store. Its usually cheaper to buy their entire store than to buy kit after kit. I have many stores I have bought, such as Le petit, Royanna Fritschamnn(RA Studio) and Florju-just to name a few. You can usually buy the entire store for $20 - $40 USD. I have over 3TB of scrapkits!!
BTW, I also use a 'Signature Rotation' site so I can make many signatures and then everytime F5(windows) is pressed another siggy will show. Everytime the page is refreshed a new siggy will show up...
