Animal Cruelty or Lazyness?

I have a problem that i'm really worried about and i was wondering if you could give me your opinion. It's about our dogs - their all healthy clean, fed waterered - looked after. We live upstairs and our neighbour lives downstairs. The problem is they have this dog who has been there since i was bout 11 - and i am 20 now (that is when they moved in). The dog is never allowed in their home - he is left outside in all whether rain and all he doesn't get dried or kept warm, i never see him eating proper food except free bones that you get from the butchers! The only thing that is clean on his body is his teeth because of the bones - he is dirty smelly and straggly - and to top it up he has had fleas/mites ever since he has lived here! My mum said the other day that she thinks he has mange - he has a baldy scabby patch on his back!

What can i do about this - the dog doesnt even get water - he gets a drink from one of my mums outside ornaments that rain falls in! It's a shame!

He seems happy enough, because he doesnt know love or happiness - but i dont want any of our dogs getting infected with this awful contageous disease!

What would you do?

call animal control or something :?

or maybe talk to the owners ??? but carefully you don't want to end up beaten like beth :?

maybe if you feel like it and they allow you ......give him some water and food yourself and maybe anti-flea or something .....

i would feel so sorry for him , that i would take care of him as much as i could ....

Oh dear, thats an awful situation for the poor dog. Its a tricky one, what are the owners like in person, what age range are they in??
Well as far as i am concerned i do feel sorry for the dog but im not going to look after him - i am trying to keep them away from him as it Coco is on heat and she keeps running up to him - i do want mongrils and she is only a baby! Also Broxy (lil collie boy) has only had one vacination due to his age so he is not save near him as the dog downstairs is unvacinnated - i doubt he has ever been to a vet in his life! He is a large dog so would cost around £7 a day to feed - i am only a poor student so i couldnt possibly!

It is one woman about 40 who lives below us with her son whos about 21. As a person she is very lazy, she keeps her washing on the line for a whole month before removing it and that's if she does put a wash out! My rents have to do all the garden lawnmowering and making it nice. She has a garden and we have one - and i mean my rents to both of them and she doesnt show any regard to it or say thank-you - so she's ignorant too! She has a grandson of two years and he has ran out on the road a good few times, which is pretty busy and the other day he was holding a bottle of cyder!

You get the picture what these ppl are like?

Yeh, I see! I needed a better picture in my mind. Do they have much money? What if she gave u sum money, either tht or call rspca. But something has to happen soon for this poor dog. its putting ur dogs at risk and other dogs. If he has never been vaccinated then u dnt knw wat he could have picked up. Canine diseases are air borne aswell!
I dont think she has a lot of money - she doesnt have a car or anything and her home is owned by the council not her! And well i guess you can just tell with clothes ppl wear and how they are presented! I am going to try and speak to her about it before i do anything rash - it's just how can someone with no money afford to pay for expensive treatment for mange (if it is mange) it is long term like a year to be treated and you have to wash them etc - he has only been washed 2 times in his life and he is 14 years!
poor poor dog. U have a right to say something if it is affecting , which it is , but like nat said be very vry careful!

Please just pick up the phone and either call your local vet for advice or ring the RSPCA as this is definately abuse does he have shelter out there? :wave:

Be very carful how you address the situation, you never know how they will take your concern. I know I was beat up pretty bad a couple weeks ago, because someone had left there pup in a hot car with the windows up, and I said something to them, and it wasn't mean or nasty, I was just concerned for the dog. Your best bet is to call animal control. just be very careful !

I would call animal control this situation definatly sounds like abuse. I have no problem with a dog living outside as long as it has proper shelter food water & is taken care of I have an outside dog { she hated living inside & pretty much chose to live out there on her own but she is still well taken care of & happy that she gets to run free.
Please call animal control....if the dog has mange, he will be feeling very bad and will need medical attention....you can remain anonymous...they will check out the complaint. Years ago a neighbor went away and left their dog tied up without food or water.....I took over food and water and then called animal control........they could not do anything then because the dog was hydrated. They need to see the appalling conditions this dog is living in.....there's nothing wrong with having an outside dog that is well cared for, but that is not the situation here by the sounds of things. I would not approach the woman and/or her son about this, let the authorities look after it.
I definately would call animal control as well. You can always talk to animal control and tell them you wish to remain anonymous for obvious reasons.
What does does the poor dog have to go through before it is classified as "abused"? A friend of mine, as I type, is waiting to see is the Humane Society or whomever takes care of these things will come see about a dog in her apt complex. The dog (not a chi, a larger type breed) is left outside all day in a cage that is not even big enough for him to take a couple of steps in. The only time they have seem him out of his cage is when the owner was scolding him for pooping in his cage (never gets taken for walks as far as they can see). The dog is skinny and is out in the sun all day (we are in central Texas and it is hot and humid). But the place she called told her that if the dog has food and water, it is not considered abused.
Please call animal control or your local SPCA for your area and report this. You can ask to remain anonymous. No animal should have to live like that ! :evil: If people can not or will not take care of a pet, then why do they get them? Sorry, but situations like this really make me angry.

Aside from the health of the poor dog, this is a hazard to your babies as well as any other animals in the area, if this dog has mange or some other contagious skin disease.

I agree, I don't think I would contact the owners - you never know how someone is going to react. I would go straight to AC or SPCA.

:twisted: THERE LAZY PEOPLE , THEY SOUND GUILTY OF ANIMAL CRUELTY AND YOU SHOULD CALL ANIMAL CONTROL. IT IS SAD THAT FOLKS GET PETS AND THEN LEAVE THEM OUTSIDE. ESPECIALLY IF THERE CHAINED UP.
