I think it really depends on the dog. Marcus started lifting his leg at 4 months, way before sexual maturity but he still uses his pee pad. I tried the soda bottle thing and it didn't work at all till I wrapped it with a pee pad. He was determined you didn't pee on anything but the pad if you were inside.
