Frozen semen is routine here in the USA. Just have to find a reproductive specialist vet, many of them are at vet schools. We had a frenchie bitch inseminated years ago with frozen semen from a dog in another state. It didn't take unfortunately. She had multiple vaginal smears to check for optimum fertilization timing and then the dog was collected and it was flash frozen and overnighted to our vet. Our vet thawed it, checked under a microscope for motility and then inseminated our girl with a pipette. She was inseminated twice, once more the next day. We sonogrammed later, but no puppies which was a disappointment, considering how expensive and time consuming it was.

Not sure how it works in other countries, but check with the chihuahua national club in the country you are looking at and then get referrals to chi breeders who are familiar with semen collection.
