I agree with pammyszoo. I was going to say to bury a small peice of fence around the whole yard to prevent him digging out. It will take a lot of time and effort, but well worth it if he can't get out and hit by a car.
I hope the spray keeps working. And keep on your mom about letting him in. You can show her many books on Chis, they are not outside dogs. They are people dogs, and need your attention.
