I have a 15 week old male chi puppy and I am having the hardest time potty training him. He comes to work with me so I am able to take him out every couple of hours, and he goes outside no problem. The issue I'm having is he will come inside and go again sporadically. Sometimes he will hold it for 2 hours in his crate and sometimes it seems he can't make it 15 minutes. There doesn't appear to be any pattern to his potty habits. He will go in his crate, and I even tried downsizing to a smaller crate and he goes in there too. I am at a loss as this is the first chi puppy I've tried to potty train. My lab mix was trained in 4 days. I know it's not his fault but its getting frustrating.

Does his urine look cloudy/dark or have a foul smell? Is he emptying completely or in tiny amounts?

Even though he's very young, there should be a pattern there, such as emptying
after naps, meals, water and playtime. What you have described makes me
worry a little about a possible UTI. I'd get him checked out, just to be safe,
especially if the answers to my previous questions are "yes, yes and tiny amounts".
