How are YOU getting to Toronto? If he can't go with you, however you go, then yes flights will take the dog. He'll go into cargo IF you are not with him, or maybe a stewardess would take him/her.

Most airlines will let a chi go under the seat if you or someone is with him/her. I've flown southwest, but I know other airlines will let you fly with them. Call the airline you are flying and see if they accept dogs. Make sure Rabies is up to date. Some airlines have their own carriers. I used the ones that Southwest used, so there would be no questions about the 'correctness' of the crate!

My cousin is transporting furniture and some household items to Toronto with the help of Armstrong moving Professional Worldwide Movers Toronto | INTL Moves | Armstrong Moving. She had brought a Chihuahua and need to send it to me. She said she will send it along with her furniture. I was thinking, will my chihuahua be safe? So I was looking for alternative methods to transport. So I was thinking how could I get my Chihuahua safely through airlines.

Who will be responsible for the dog? The driver? Unless I knew for sure that the driver was up for this, I'd call the airlines. Again, the dog will probably go in the hold, unless one of the stewardess' would take the dog. Call ahead and see what the airlines can arrange.

Make sure you have the rabies certificate I live in Toronto and there are strict laws about getting animals in and out of customs otherwise they will place it in quarantine for 30 days until it is vaccinated.
