Quick solution would be 100% supervision until he is reliable. You will most likely have to go back to pt101 (potty training 101)
He is going where he shouldn't because he has the freedom to do so. Also it's a new apt that allows pets. Even with new carpeting previous critters can and probably are being detected by him.
Make sure you are breaking down the enzymes in the spot/s he prefers. And even if you have to tether him to you, don't let him roam until he has gotten it & he will but you just have to be 100% dedicated to the cause so you aren't sending him mixed signals.
