If Peppy acts like that, you should leave the room immediately. Shut the door and leave for just a minute or two (no longer). If you are gone, they should be fine since it sounds like this behavior is happening because Peppy is protective/jealous/etc.
Do not show attention to either dog as you don't want either to be jealous but let Peppy know that his type of behavior will cause you to leave. He should learn quickly to stop the behavior because he doesn't want his mom to leave.
When Toby approaches and Peppy behaves himself make sure to make a big deal out of it. Give him a treat, play with him, pet him, etc. I think he will catch on. GOOD LUCK! :wave:
